Rectifying the Water Bill Crisis

Ensuring tax fairness and the wellbeing of healthy working families in Maryland is all wrapped up in fixing the water bill crisis. A complete overhaul of this predatory, exploitative, and unfair system is necessary and will serve to benefit all of the people in our state.

Over the course of the 2017 session, I worked with advocates to draft, sponsor and fight for passage of a package of three bills that would: 1) end the practice of selling a person’s home at tax sale for an overdue water bill (HB 453); 2) protect low-income and vulnerable population from water shut-offs, and improve notice process (HB 228); and 3) require every water and sewer service provider to develop a comprehensive water affordability and discount plan modeled on United Nations standards and on a plan recently passed in Philadelphia (HB 918).
